RBK Edge SX100 Socks too big?

They are supposed to be really tight, but they keep sagging. I’ve tried tape. They’re the 30″ and they are too big. I’m 5’5, and the velcro is too high. Is there any way to shrink it or make it fit?
BTW I’m afraid the Youth Size (24”) will be too small. The only sizes for these socks are Adult and Youth.

Did you wash and dry them (machine) to see if they would shrink? Because that would be an option. Otherwise, you can fix it yourself if you’re good with manual/craft work. Remove the threads attached to the socks, and sew them (manually or with machine) where you want them. For the shape, cut the sides and sew them. Simple as that. You can ask help from a fabric store as well, they will do it for you at some cost.
